 « ESF - Dropping out »: Structural Funds at the service of educational projects

Background: 

The European Council sets as a priority objective to reduce the share of early school leavers to 10% and to increase the share of 17- to 33-year-old people having completed tertiary or equivalent education to at least 40%. It urged France to continue to reduce inequalities in education, in particular by stepping up measures to tackle school drop-out.

The October 2017 census, produced by the Interministerial Information Exchange System (SIEI), reports 2,914 dropouts in Burgundy.

 

This has been the best result obtained since the creation of the SIEI. It is particularly encouraging because it reflects a significant reduction but also because it marks the lowering of the threshold of 3500 dropouts, which seemed to correspond to an incompressible share in recent years. For the academy, this good result proves the effectiveness of the actions carried out thanks to the ESF support as part of its school perseverance project.

 

However, for the young people concerned as well as for their environment, the persistent situation of school drop-out is a source of social and economic difficulties combined with psychological suffering, which are a burden on their future and that of our society. It also has negative repercussions on professional skills and on the territory's economic development potential. This situation requires us to continue the efforts and actions until the end of the strategy. It requires us to give ourselves the means to extend the dynamic and its effects beyond the programming period and the European financial support.

 

The action proposed by the Dijon academy comprises a support action for the organizations and a support action for individuals:

- Action 1 to support the organizations: The perseverant academy

- Action 2 to support individuals: (i.e. students at risk or dropping-out)

 

Expectations: 

The project, led by the GIP-FTLV de Bourgogne and conducted with the support of the Mission against early school leaving of the Dijon academy, aims to fight against the risk of social exclusion and poverty of Burgundian youth, caused in part by the phenomenon of school drop-out. To this end, this action aims to:

- Raise broad awareness within the educational community and empower it to act now and in the future. This is the main challenge of Action 1: The perseverant academy.

- Respond individually to the support and guidance needs of particularly affected students. This is the objective of Action 2: Help students to achieve the best of their ability.

 

The project consists in particular in completing the plan to professionalize the learners and to perpetuate the work undertaken for a total of 5 years, so as to extend the effects and benefits expected after 2020.

 

By the end of 2020, the project also intends to provide specific support to 600 pupils identified as being at major risk of dropping out of school and exclusion. Essentially, it provides support for all the programmes implemented in the territory of Dijon’s academy and promotion of innovative team projects that generate and accelerate perseverance. This support will therefore take the form of an increased number of support measures for pupils at risk of dropping out of school. It will have the effect of reducing the drop-out phenomenon and limiting early school leaving.

 

Activities and objectives: 

- To ensure the conditions for the coordination and mobilization of the “school perseverance network”:

The aim is to guarantee the continuity of the undertaken action, so as to make it a lasting part of professional practices and to perpetuate its effects in the field of prevention and perseverance at the individual and institutional levels.

 

The main objective is to complete and administer a digital portal, known as "PERSCOL", which will extend the effects of the undertaken actions, to coordinate a network of professionals involved in school perseverance, to inform the general public and to facilitate contacts between users and stakeholders in the network.

 

- To support good practices in combating early school leaving - Identify, support and promote new projects:

The aim is to support actions that improve the qualitative and quantitative care of early school leavers and to secure their pathways so that they do not fall into the throes of insecurity and exclusion.

 

The project therefore plans to provide effective and appropriate care for 600 pupils who are particularly at risk. It plans to involve all the existing programmes in the academic area and to offer support to the team and school projects involved in an innovative or experimental action to combat dropping out, involving at least 15 pupils.

 

- To improve the communication strategy of the Mission against early school leaving in order to facilitate the knowledge and dissemination of efficient professional practices, accelerate their implementation and dissemination and keep record of the activities.
