Programme: Erasmus+ Staff mobility in vocational education and training

Theme: Exchange of practices on several sectoral themes (construction, renewable energies, health and social sector, tourism, hotel and catering industry, digital…)

The organization of large-scale European mobility projects in "consortium" with numerous high schools of the Dijon academy started in 2010 with the first project entitled: "JASON and TOISON", implemented by the GIP within the framework of the Leonardo da Vinci programme. This project was the beginning of a long series that has been continuing up until now. 

The "JASON 1 and 2 or TOISON" projects were motivated by a twofold observation:

 

1- In 2010, a national report placed the DIJON academy among those with a very low rate of European mobility, particularly in vocational training.
Following this observation, a first mobility project had been implemented within the framework of Leonardo da Vinci PRO-E for training advisors and staff of the academy’s high schools (30 people).

If this first experience was indeed a success, it seemed that the European dynamic of the supervisors/stakeholders in vocational training in Burgundy still needed to be supported. This phenomenon, which is real, was mentioned in an INSEE article entitled: "Burgundy is poorly exported: cultural or social reasons?”

 

2- A second observation reinforces this reality: the evaluation of the Erasmus+ 2007-2013 programming period, carried out by the Ministry of National Education in June 2013, showed how little mobility our academy has in Europe.
If so few actions were taken at the time, one of the main reasons remained the lack of conviction of decision-makers about the interest of opening up to Europe and integrating a mobility experience in the curricula.

 

Furthermore, the negotiation of European priorities in the Burgundy region within the Agenda 2020 also pointed out the lack of European dynamic of the management staff, who finds it difficult to project themselves into a more European redefinition of initial and continuing vocational training.

 

The renewal of the 2014-2017 academic plan has clearly designated as a priority the opening-up of sectors and programmes to Europe. 

 

To this end, the GIP-FTLV de Bourgogne, a development tool of the academy, in association with various academic departments, has proposed an action within the brand new Erasmus+ Mobility programme, in order to initiate without delay an action with a larger academic dimension, aimed at all the stakeholders of initial and continuing vocational training, mainly the decision-makers or supervisors: headmasters, heads of departments, directors, advisors, accountants, as well as trainers and teachers in the sectors which are the most affected by this issue.

Therefore a new mobility project for eight partner countries has been set up with a twofold objective:

   -  To meet the individual expectations of the future participants (discovery, professionalization, interculturality...);
   -  To lead an academic reflection through more "political" objectives of a global project.
Thus, the European partners were selected for their know-how (Belgium, Finland), their expertise in certain specific fields (e.g. wind energy), their strategic location (Czech Republic), their advance in certain areas (tourism in Spain, ODL in Sweden) or their involvement in cross-cutting themes (entrepreneurship in Poland).

The main expectation was for a "leverage effect" to promote European culture in a region where exports are ultimately very poor and where the unemployment rate among young job seekers is constantly rising.

This project received a major structuring, with significant support from the GIP-FTLV de Bourgogne and its Europe unit, as well as the setting up of an academic steering group composed of the consortium’s members. This action has made it possible to communicate on this experience and to capitalize on practices, new know-how and, more simply, to arouse interest among the managers and, ultimately, the learners.

Thanks to an evaluation at several levels, involving all the partners of the project, lessons could be drawn from this experience. Internal and external dissemination was carried out through academic, national and European communication channels. Among the dissemination actions, including an inter-academic seminar co-hosted by the Erasmus+ National Agency, the major achievement was the production of "Training to Europe": an information CD on European bodies and testimonials from academic members.
